That's a good question, and one I'm afraid that I can't answer in full. Three years ago, I bought a "regular" cell phone in Hungary (fairly cheaply), with a Hungarian sim card. It worked fine in Hungary, Slovakia, and Romania, although it was super expensive to make calls outside of Hungary. Text messages, however, were pretty cheap in all three countries, so I relied on them to communicate.
But I have no experience with international cell phones per se... If you just need a phone for HU and SK, then a "regular" phone should do.
